Code of Conduct and Rules for Library Use


The library is intended as a pleasant place to read, to choose books and other library materials, and to take advantage of all other programs, resources, and services that the library has to offer. Any behavior that is disruptive to library use is not acceptable.

The library is responsible for providing a safe, secure environment for all library patrons. Members of the public are to conduct themselves at all times in a manner that does not interfere with others and that is in keeping with the nature of the library's programs and services. The library provides reading areas and meeting rooms in which the public may study, consult, select, and examine library materials or to participate in related library programs. Any activity not connected with these purposes is inappropriate. Anyone who disregards these purposes is subject to removal from the building and / or restriction or revocation of library privileges. In cases where unacceptable behavior is of a nature that threatens the safety, security of other patrons or when library property is threatened or damaged, the Staff is directed to notify the Wayne Police Department.

Types of behavior that are not acceptable at the Wayne Public Library include the following:
  • abandonment / leaving of young children unattended
  • intoxication from drugs or alcohol
  • abuse or vandalism of library facilities or property
  • loitering, including refusal to leave at closing
  • bathing, extensive grooming, or washing clothes
  • obscene language
  • child abuse
  • sleeping
  • any use of tobacco, including smoking and chewing
  • any use of alcoholic beverages
  • unruly or offensive behavior, exhibitionism, or flashing
  • use of radios, TVs or computers without headphones
  • gambling
  • use of wrong restrooms
  • harassment or physical, sexual, or verbal abuse of other library users or of library staff
  • entering the library without shoes or shirts
  • headphone volume that is audible to others besides the listening individual
  • use of cellular phones is permitted as long as they are used in a courteous and non-disruptive manner and are set to "vibrate" mode
  • no child seven years old or younger shall be left in the youth area without parental supervision
  • conversation and other sounds in louder volume than the general noise level of the area
  • no patron may disturb other library patrons and staff, or interfere with other library patrons' or staffs' use of the facilities through extremely poor personal hygiene

The following may not be brought into the library:


  • firearms or other weapons, to the fullest extent permitted by law
  • food
  • drinks without covered containers
  • skates, rollerblades, skateboards, bicycles, shopping carts, and other such wheeled items
  • animals, except for those assisting the handicapped or those involved in a library program
  • bedrolls, blankets, over-sized bags, or large plastic bags. A maximum of two bags of any type is allowed

The Quiet Study Room


This room provides a space for patrons who need or desire a completely quiet environment for individual reading or study. Patrons using this room may not engage in discussion or group study. All electronic devices must be used with headphones and the volume controlled at a level not audible to others. Individuals violating these rules will be required to move to another area of the library more appropriate for their needs.
